FFL needed?

Hey fellas. Question. My BIL wants to send a rifle back to Oregon to have it bored and rechambered. Can he ship the rifle directly to the business without and ffl and can the business ship it right back? Or does an ffl need to be involved on both ends? If so, anyone know of one in Tulsa/BA area?
 
By federal law as long as it's going in for a repair, work, or similar, it can be shipped normally (UPS). USPS won't ship guns nowadays. He'll need to check Oregon laws because they're weirdos and might have extra commie stuff to go through. Best thing is to call the place he's sending to and coordinate with them.

Yeah Oregon is the weird thing. I put a rifle up for consignment before we moved and the dealer was explaining how Oregon was getting all sorts of communist. Glad we left
 
When I shipped my rifle off to GA Precision in Kansas City MO. I used FedEx on 4220 N Santa Fe Ave, Oklahoma City, OK 73118

I don’t think every UPS or FedEx office can accept firearms.I believe when you drop it off you need to declare it a firearm but that may only apply to handguns. Buy an inexpensive plastic hard case, rap the firearm in bubble wrap, place it in the plastic case then put it in a cardboard box with peanut packing. It will take a beating in shipment.
 
It's my understanding you can only have a firearm shipped be either Fedex or UPS by taking it to the main distribution centers in Tulsa, but I would call and confirm with them. FWIW I have heard more anecdotal stories of Fedex having firearms getting "lost in the system" than with UPS.

I shipped a shotgun to browning in the last couple of years that I dropped at a UPS store that sells designer dry soup mixes and olive oil & vinegar, candles, etc, etc, etc. So, I'm not 100% sure of the veracity of your statement.

Browning also shipped it back direct to my front door via UPS. No FFL was injured or enriched during the shipping of my firearm.

Quite possible they have changed their policies since I heard this several years ago. As I said one should call and verify with each carrier as to what their policy is.

USPS hasn't changed their policy on shipping guns. Anyone can mail a long gun thru USPS. Only FFLs (or certain .gov persons) can mail handguns.
 
FedEx and UPS have made it nearly impossible to follow all their rules. Federal law is simple...anyone can ship a firearm (long gun or handgun) thru a common carrier (UPS/FedEx/etc). Only handguns are restricted to FFLs only in the mail.

But UPS and FedEx have rules that make it a real PITA, and expensive, to ship a gun...if you follow their rules. I just pack it up and drop it off and don't bother declaring it's a firearm (which you're required to do by their rules). It's not illegal...just a violation of their policy. The big problem comes along if a gun gets "lost". You won't be compensated for it (like if you insured the shipment) because you didn't follow their rules.

I hate the post office here but I ship thru the mail when I can. They don't have those stupid rules.
